Le risorse del PNRR per la ricerca non sono sufficienti

La componente “dalla Ricerca all’Impresa” del PNRR, integrata dalle risorse del programma React EU e dal cosiddetto “Fondo Complementare”, è finanziata con 12,9 miliardi in un arco di 6 anni. Purtroppo, questa somma sarebbe largamente insufficiente a colmare il divario nella spesa per Ricerca e Sviluppo (R&S) con Germania e Francia. Per questo motivo, alla circolazione della bozza dell’ultimo PNRR, il governo è stato criticato per non aver mantenuto le promesse, o perlomeno non aver realizzato le speranze, sugli investimenti in R&S.[1] Occorre però notare che spese addizionali per R&S potranno essere finanziate dalla parte ordinaria del bilancio dello stato.

In Italia la spesa per ricerca e sviluppo è gravemente carente rispetto alle principali economie avanzate, con conseguenze negative sulla produttività e sulla crescita economica (Fig. 1).
Per raggiungere il livello francese di spesa in R&S l’Italia avrebbe bisogno da parte pubblica di circa 5 miliardi addizionali annui (e quindi strutturali).[2] Se per i prossimi 6 anni (2021-2026) si volesse finanziare questa somma tramite il Recovery Fund, la ricerca dovrebbe quindi ricevere circa 30 miliardi. Raggiungere il livello tedesco sarebbe ancora più ambizioso, visto che richiederebbe oltre 10 miliardi addizionali ogni anno, cioè 60 miliardi su 6 anni. Il PNRR presentato nei giorni scorsi dal governo indica un finanziamento di 12,9 miliardi su sei anni destinati alla Componente “dalla Ricerca all’Impresa”, incluse le risorse provenienti dal programma React EU dell’Unione Europea e dal cosiddetto “Fondo Complementare” finanziato con risorse italiane (vedi p. 22 del PNRR). Inoltre, di questi 12,9 miliardi solo una somma compresa tra 5,9 e 6,5 miliardi si tradurrà in un aumento della spesa pubblica per la R&S.[3]

Questi 5,9 miliardi includono:
- 1,8 miliardi per il Programma Nazionale di Ricerca (PNR) e per i Progetti di ricerca di Rilevante Interesse Nazionale (PRIN);
- 1,6 miliardi per 15 programmi di ricerca di base in partenariato tra università, centri di ricerca e imprese;
- 1,5 miliardi per i progetti di ricerca delle imprese nel campo della microelettronica;
- 600 milioni per sostenere i progetti di 2100 giovani ricercatori;
- 200 milioni per altri partenariati tra imprese e centri di ricerca;
- 160 milioni per la R&S sull’idrogeno.[4]
Altri progetti inclusi in questa Componente avranno un effetto positivo sulla spesa per ricerca in Italia, ma solo indirettamente: si tratta principalmente di misure di infrastrutturali e organizzative (ad esempio il potenziamento dei centri di trasferimento tecnologico) o di incentivi indiretti (ad esempio alle start-up).
In conclusione, le risorse destinate alla R&S nel PNRR sono molto inferiori a quanto servirebbe per colmare il divario tra l’Italia e le altre grandi economie europee. In realtà, il divario non si ridurrebbe neppure alla luce delle risorse che Francia e Germania destineranno alla R&S con i loro PNRR: il piano francese assegna alla ricerca tra 5 e 7,5 miliardi (su un totale di 100), mentre quello tedesco prevede oltre 4 miliardi (su poco più di 30).[5] Di conseguenza, l’unica opzione rimanente per colmare la distanza nella spesa per la ricerca risiede negli stanziamenti futuri fatti in sede di leggi di bilancio, tratti dalle risorse via via disponibili.
[3] Dei 12,9 miliardi complessivi, 11,4 provengono dal PNRR, 0,5 miliardi dal React EU e 1 miliardo dal Fondo Complementare. Le informazioni rese disponibili dal Governo consentono una suddivisione del totale delle risorse tra R&S e altri tipi di spesa per tutte le componenti tranne il mezzo miliardo del React EU, da qui l’intervallo 5,9-6,5 miliardi.
